International President - Joe G. Parker
President Joe Parker has served as a dedicated Civitan leader for many years. He has served as President of the Durham Civitan Club multiple times, as well as Distinguished Governor of the North Carolina District East, Region 3 International Director, and Board Representative on the Junior Civitan International Board.
Joe has been recognized numerous times for his leadership in Civitan. He has received the Honor Keys at the club, district and international levels. He was named District Civitan of the Decade in the North Carolina District East, and was Civitan International’s Top Recruiter in 2007-2008. An Executive Master Club Builder, he has built fourteen Civitan clubs. He is also a Junior Civitan Master Club Builder, and has built five Junior Civitan clubs.
Joe is a graduate of North Carolina A&T University, with a Master’s degree in Educational Administration. He was a teacher, administrator, and transportation coordinator with Durham Public Schools. His wife Evalee, his daughter Whitney, and his son Josh are all Civitans. When he is not volunteering with Civitan, Joe volunteers at the Wellness Center of the Durham Regional Hospital. He has also been a member of the Durham County Selective Service Board for 20 years.

Robert A. "Bob" Robinson
A native of Perth, Ontario, President-elect Bob Robinson has served as a dedicated Civitan leader for many years. He has served as president of the Perth Civitan Club, governor of the Canadian East District, and Region 5 International Director on the Civitan International Board. He was Senior International Director for the 2006-2007 Civitan year.
Bob has been honored several times for his leadership in Civitan. His service has earned him recognition through the club, Canadian East District, and Civitan International Honor Keys. He has also been named a Civitan International Foundation Fellow and Junior Fellow.
Bob lives in Perth, Ontario with his wife, Wendy, who is also an active Civitan. They have two grown children, Robert John (RJ) and Ashley.

Immediate Past President - William D. "Bill" Buscher
Immediate Past President Bill Buscher has been a member of the Civitan Club of Topeka since 1976. He has held numerous leadership positions within Civitan,including president of the Topeka Civitan Club; governor of the Oklahoma-Kansas District in 1993-94, and International Director from 2003-2005.
He has received numerous awards and honors within Civitan, including Heartland District Civitan of the Decade, the Oklahoma-Kansas District Honor Key, the Topeka Civitan Club Honor Key, and in 2008, the Civitan International Honor Key.
Bill is a graduate of Wichita State University. He currently works as Vice President of Capitol Federal Savings Bank in Topeka, Kansas.
An active leader in his community, he has also served with several other charitable organizations, including Meals on Wheels, Special Olympics, United Way, and Crime Stoppers of Topeka. He and his wife Sharon are members of Christ the King Church in Topeka, Kansas. They have three children: Jennifer, Duane, and Amy; as well as daughter-in-law Lindsey.
